Fullan and his co-authors back their framework with a genuinely large international dataset — 1,200 schools across seven countries — which puts this well above the average education manifesto. The six global competencies model is practical enough to be applied at the classroom level, not just in policy documents. The book's main weakness is its own promotional confidence: it doesn't give much airtime to the serious implementation challenges in under-resourced schools, which limits how honestly it can be used as a planning tool.
