This was a workhorse library reference title in its day — a solid statistical snapshot of American drug policy and public health as of 2003 — but the data is now more than twenty years stale and the landscape has changed dramatically. As a readable book it was never intended to be read cover to cover, and general readers today are better served by current reporting or policy analysis. Value is almost entirely historical.
