Patel's Theory of Deferred Action addresses a genuine organizational problem — you cannot design for information requirements you cannot yet know — and it is a real theoretical contribution to information systems thinking. But it operates at a level of abstraction that practitioners cannot easily operationalize, and the audience who can engage it on its own terms is very small.
