Modesitt brings genuine intellectual ambition here — a pocket utopia built next to our universe, subsidized by shadowy power, at a cost that may unmake reality itself — and that premise deserves credit. But the PI genre scaffolding feels too formulaic, and the slow pacing will test all but the most devoted Modesitt readers. Worth it only if you are already inside this author's orbit.
