A franchise picture book with a sweet premise — bossy Angelica teaching manners and learning some herself — that serves mainly as brand merchandise for Rugrats fans. The etiquette concept is solid for the age, and the format is appropriate, but there is no lasting literary or educational substance here that you couldn't get from dozens of stronger manners books. Worth it only if your child already loves the show.
